Del Shannon is a stage name for the real guy named Charlie Westover who along with his keyboard musician friend Max Crook, who did some modifications to his instrument and created a unique sound for this song. They had a failure at an audition but was persuaded by their manager to record a song called Little Runaway anyhow, written by Del and Max.

So here were 2 guys, been rejected and with a little nudge recorded this song. It went to #1 in several countries. Sadly, Del Shannon's career barely hung on thru the 1960's and he struggled to chart any songs after 1964-1965. By 1990, depression set in and at age 55, he committed suicide with a gunshot to the head.
